Kacey Waggaman

Kacey Waggaman was appointed Assistant Manager January 1, 2016, after serving as the Finance Director for the City of Monroe since October of 2006.  As Assistant Manager she oversees Human Resources, Organizational Development Training, and Performance Measurement.  She received her Bachelor of Business Administration degree from the University of Cincinnati.  Prior to working for Monroe, she spent three years as the Finance Director for West Chester Township and six years with the Auditor of State, Local Government Services Division.


Angela S. Wasson, serves as the Assistant to the City Manager and Clerk of Council.  She holds her Master Municipal Clerk designation and responsible for maintaining City records, public information needs of the City Council and City Manager's office, including the website, newsletter, and social media.  Prior to working for the City of Monroe in 2001, Mrs. Wasson previously worked for the City of Monroe's Law Director for 10 years and the City of Germantown for 8 years.

Patterson
Jennifer Patterson serves as the Assistant to the City Manager focusing on economic development and performance management.  She serves under the general supervision of the City Manager and works closely with the Community Improvement Corporation.  She is responsible for business retention, site selection, workforce and demographics, and business development resources.

Sarah Hunold serves as the Human Resources Manager. As the Human Resources Manager, she oversees all HR functions and is responsible for recruiting and hiring, policies and procedures, employee performance evaluations, employee/labor relations, retention and more. She received her Bachelor of Arts from the University of Cincinnati. Prior to joining Monroe, she spent 9 years as the HR Coordinator for the City of Fairfield and seven years working as an HR Manager in the hospitality industry.

Deana England-Johnson came to the City of Monroe as the Executive Assistant to the City Manager's office in 2012, after many years in supervisor/management roles in logistics. In 2018 she received her SHRM-CP certification and was promoted to HR Specialist in 2020. This position is responsible for Ohio Bureau of Workers Compensation, FMLA, and employment ADA issues. She also administers employee benefits, the City wellness program, and serves as the Secretary to the Personnel Board.
