Fees and Penalties
Types of fees and penalties that could be incurred on your Monroe utility account:
Tenant Deposit
When application for service is submitted by a non-property owner for water service to be provided by the City, a deposit of $200.00 is required at the time the application is submitted. The deposit of $200.00 will be applied to the final water bill with any remaining balance refunded. If the occupant has a prior outstanding balance with the City from a previous residence, service cannot be placed in their name until the outstanding balance has been paid in full.
Late Penalties
Utility bills are due on the 18th of every month. Failure to pay the utility bill by the 18th results in a 10% penalty for the unpaid amount of the bill for the current billing period.
Delinquency Trip Charges
If water is shut off for non-payment, a $35.00 charge is applied for the trip made to turn water off and another $35.00 charge is applied for the trip made to turn the water back on. If water is turned off, both trip charges (as well as the delinquent charges on the account) must be paid in full to have water restored.
Returned Check Fees
Payments returned by the bank, regardless of the reason, will be reversed from the utility the account, and a $30.00 returned payment fee will be charged. If a payment is reversed, the Utility Billing Office will send a notification letter to the account holder. The returned payment is immediately considered past-due and the account may be eligible for disconnection during the next shut off process.
Snowbird Trip Charges
If a snowbird would like for the City to turn their water service off at the curb, a turn-off fee of $35.00 and a turn-on fee of $35.00 will be applied to the account.
Leak Investigation Trip Charge
If you perform all tests recommended to check for leaks and your findings revealed that there are no leaks, you may contact the Utility Billing Office to request an appointment for a Water Technician to come to your home to walk through and see if they can spot any possible problems. There is no guarantee that the Water Technician will be able to identify the cause of the high usage; however, if the Technician discovers that the high usage is the result of a leaking toilet, a charge of $70.00 will be added to the next bill.
