2020 Legislation

An Ordinance is the formal written enactment of Council in the exercise of a governmental power vested by the Constitution or statutes in the Municipality for the regulation of the conduct of its citizens or others subject to its control, and intended to be of permanent duration. Every action of a general and permanent nature; or granting a franchise; or levying a tax; or appropriating money; or contracting an indebtedness, to be evidenced by the issuance of bonds or notes; or for the purchase lease, or transfer of public property; or establishing an offense and fixing the penalty therefor, shall be taken by ordinance.

​Ordinance Number 2020-01 (PDF).  An Ordinance amending and supplementing Ordinance No. 2019-41, otherwise known as the temporary appropriations, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2020.

​Emergency Ordinance Number 2020-04 (PDF). An Ordinance accepting a temporary and permanent easement from Geoffrey Murase for the purpose of constructing and maintaining a sanitary sewer lateral from the State Route 4 Fire Station and declaring an emergency.

Emergency Ordinance Number 2020-05. (PDF) An Ordinance amending Section 1040.10(A) of Chapter 1040 of the Codified Ordinances to discontinue the automatic water rate increase effective January 1, 2020, pending the results of a water rate study and declaring an emergency.

Emergency Ordinance Number 2020-07 (PDF). An Ordinance authorizing the City Manager to enter into a facility encroachment agreement by and between the City of Monroe and CSX Transportation, Inc. for the installation and maintenance of one six-inch diameter sub-grade pipeline crossings, solely for the conveyance of potable water, and declaring an emergency.

Ordinance Number 2020-08 (PDF). An Ordinance amending and supplementing Ordinance No. 2020-06, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2020.

Emergency Ordinance Number 2020-16 (PDF). An Ordinance amending and supplementing Chapter 1065 of the codified Ordinances to eliminate reference to the James Monroe Community Room, allow for full refunds for canceled reservations, and declaring an emergency.

Emergency Ordinance Number 2020-17 (PDF).  An Ordinance supplementing Section 286.13 of the Codified Ordinances to allow for full refunds for cancelled reservations in exigent circumstances and declaring an emergency.

Ordinance Number 2020-18 (PDF). An Ordinance amending and supplementing Ordinance No. 2020-08, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2020.

Ordinance Number 2020-19 (PDF). An Ordinance combining the 1989 Levy Fund and the 2005 Levy Fund to create a new fund titled Fire & EMS Levy Fund.

Ordinance Number 2020-20 (PDF). An Ordinance closing the Public Safety Grant Fund and authorizing the transfer of the balance of this fund to the General Fund.

Emergency Ordinance Number 2020-21 (PDF). An Ordinance amending and supplementing the Traffic Code and General Offenses Code of the Codified Ordinances to bring City law into conformity with State law and declaring an emergency.

Emergency Ordinance Number 2020-22 (PDF). An Ordinance creating the Coronavirus Relief Fund and declaring an emergency.

Ordinance No. 2020-24 (PDF). An Ordinance vacating a certain easement containing 2,750 square feet no longer needed for municipal purposes.

Ordinance No. 2020-25 (PDF). An Ordinance amending and supplementing Ordinance No. 2020-08, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2020.

Ordinance Number. 2020-28 (PDF).  An Ordinance amending and supplementing Ordinance No. 2020-25, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe during fiscal year ending December 31, 2020.

​Emergency Ordinance Number 2020-30 (PDF). An Ordinance providing for the issuance and sale of not to exceed $3,325,000 of Waterworks System Improvement Revenue Refunding Bonds, Series 2020, of the City of Monroe, Counties of Buter and Warren, State of Ohio, under Section 12 of Article XVIII of the Ohio Constitution for the purpose of refunding bonds issued to pay the costs of certain waterworks system improvements, and pay the costs of issuance of said bonds; authorizing the preparation and distribution of an official statement; authorizing a pledge of the revenues thereof to secure the bonds; and declaring an emergency.

Emergency Ordinance Number 2020-31 (PDF). An Ordinance providing for the issuance of not to exceed $750,000 various purpose refunding bonds, Series 2020, by the City of Monroe, Ohio, and declaring an emergency.

Emergency Ordinance Number 2020-32 (PDF). An Ordinance appropriating the City's Coronavirus Relief Fund Payment to the City's COVID-19 response, directing the City Manager to establish the COVID-19 Small Business Assistance Program to be administered by the Monroe Area Community Improvement Corporation and declaring an emergency.

Ordinance Number 2020-34 (PDF). An Ordinance amending and supplementing Ordinance No. 2020-28,otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2020.

A Resolution is the formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually required or applied to the preliminary declaration of legislative intent to be effectuated by the subsequent passage of an ordinance, or for the disposition of a specific matter not required by statute or Charter provisions to be done by ordinance.

Emergency Resolution Number 05-2020 (PDF). A Resolution accepting the recommendation of the Butler County Tax Incentive Review Council of November 7, 2019, and declaring an emergency.

Resolution Number 06-2020 (PDF).  A Resolution approving blanket purchase orders as recommended by the Director of Finance and the City Manager.

Resolution Number 07-2020 (PDF). A Resolution directing the Director of Finance to request an advancement of taxes assessed and collected on behalf of the City of Monroe from the Auditors of Butler and Warren Counties.

Resolution Number 08-2020 (PDF).  A Resolution expressing Council's intent for the sale of personal property not needed for public use or is obsolete or unfit for the use for which it was acquired by internet auction.

Resolution Number 09-2020 (PDF). A Resolution authorizing and directing the City Manager or designee to apply for any and all grant funds; provided that acceptance of any grant funds, including matching funds, must be specifically approved by Council.

A Resolution authorizing the City Manager to enter into an amended agreement by and between the City of Monroe and the Monroe Local School District to provide for the waiver of payments for School Resource Officers during periods of time when the services are not utilized.

Resolution Number 33-2020 (PDF). A Resolution authorizing the City Manager to enter into a lease agreement by and between the City of Monroe and VirTra for a V-300 training system for the Department of Police.

Emergency Resolution Number 34-2020 (PDF). A Resolution accepting the lowest and/or best bid submitted for the ADA Ramp Concrete Replacement Project, authorize the City Manager to enter into an agreement with W. G. Stang, LLC, for said project, and declaring an emergency.​

Resolution Number 35-2020 (PDF). A Resolution authorizing the City Manager to enter into Indefeasible Right-to-Use Agreements by and between the City of Monroe and the Southwest Ohio Computer Association for the utilization of fiber systems.

Resolution Number 44-2020 (PDF).  A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and the Ohio Department of Transportation for the construction of a 2.3 mile long trail along the Great Miami River associated with Federal grant funds awarded.

Emergency Resolution Number 76-2020 (PDF).  A Resolution urging the Governor of the State of Ohio and the State Legislature of Ohio to extend the deadline for members of a public body to hold and attend meetings via electronic technology during the period of the emergency declared by Executive Order 2020-01D on March 9, 2020, until the declared emergency is terminated, and declaring an emergency.
